Attached are two copies of the 190 recommendations contained in the June 1975 report of the Commission on the Organization of the Government For the Conduct of Foreign Policy. (The Murphy Commission. 2. The President has requested DCI comments by Thursday, 17 July, on the 10 recommendations contained in Chapter 7, "The Organization of Intelligence. " (Nos. 46-55. ) 3. DCI comments on 16 recommendations contained elsewhere in the report are requested by Monday, 21 July. These include numbers: 1 29 68 76 23 56 69 88 27 66 72 89 28 67 73 162 4. In addition, the DCI has been advised he should "feel free to comment" on any of the other recommendations. 5. The NSC Staff Secretary requests that "comments should, if possible, be unclassified since they may receive further distribution. It is requested addressees' representatives meet at 1100 hours, Monday, 14 July in the IC conference room,(6E0708) to determine the allocation of responsibilities for drafting of responses in each recommendation of interest to the DCI. 8. It is proposed the draft responses, at least for the recommendations set forth in Chapter 7, be prepared by no later than close of business Tuesday, 15 July, so they can be reviewed by the DCI on 16 July and forwarded on 17 July. We believe that in all four of the Departments those capabilities should be significantly strengthened. This staff,reporting directly to the DFI, should be charged with reporting clearly any important differences in the view's of concerned agencies, and the reasons for such differences. the IRAC and OMB, this document should guide the budget On the basis of the multiyear plan, the IC staff should prepare an ?~ annual Consolidated Foreign Intelligence Budget.
