Wilcox, Murphy Commission Executive Di rector Mr. Fisher Howe, Murphy Commission Deputy Executive Director IC Staff : 11 October 1974 1. Dean Wilcox opened the discussion by describing briefly the current status of the Commission's work. He expressed general satisfaction with the progress of all four of the Commission's basic study groups -- i.e., Congress, International Economics, Public Diplomacy (includes USIA, cultural affairs, etc.), and National Security (which includes the Intelligence Subcommittee). He remarked that nearly all of the Commissioners had been interested in serving on the Intelligence Subcommittee, and he implied that some of the other committees had had to press hard for volunteers. 2. Dean Wilcox also said that he was pleased that the pace had picked up on the Intelligence Study papers and felt that in general they were getting back on schedule. He indicated that the subcommittee hoped to have its final report and recommendations ready by January, which will require "more effort" on the part of the Commissioners than the one day a month they have so far given to the project. STAT 3. Fisher Howe told that of the papers the Com- mission had received so far, he e that those by Mr. Kelly and Col. Schaf were much too long (they deal with analytical methodology). He was more concerned, however, that Mr. Macy's paper on resources had put too much emphasis on broad, managerial issues without getting down to the basic problems of resource constraint. outlined some of the problems the Intelligence Community aces with respect to resources, and Dean Wilcox said he probably would ask Mr. Macy to be in touch with again when he begins rewriting the paper. pproved For R R~ ~4$I STA STA STAT 4.1 said that Kent Crane, of the Commission Staff, would be coming to the Agency on October 15, and he wanted to get a clearer idea of Crane's role in the future so that he would know how much briefing to give Crane. Wilcox and Howe ducked the question and said that they hoped we would be as helpful as possible with Crane, but that his future role was still "unresolved."
