Mr, Colby advised that he had circulated the memorandum from
Ambassador Murphy, Chairman of the Commission on the Organization of the
Government for the Conduct of Foreign Policy, for Board information (reference).
He said that Ambassador Murphy's letter appeared to represent an acceptable
approach to examination of the subject of how intelligence relates to foreign
policy, He noted that Ambassador Murphy did not intend to conduct an investiga-
tion of the organization of intelligence itself, although some of the studies may
'lean in that direction. Mr. Colby said that if this presents a problem during
the study phase, the principles established in Ambassador Murphy's memorandum
should apply,
c. Mr. Colby advised the Board that President Ford is an assiduous user
of intelligence and is now being provided a daily intelligence briefing, Mr. Colby
observed that the President appreciates intelligence and the support it can
provide him.
