Mr. Colby has asked me to send you this copy of a
recent letter from Ambassador Robert Murphy the Commission
on the Organization of the Government he Conduct at
Foreign Policy. Also included is a copy of the Cohesion's
proposed study plan on iftelligenee. The letter represents
the basic ground rules for relations between the Commission
and members of the Intelligence COm unity.
As you know, Mr. Colby is anxious to be cooperative
with the Commission in its work and we expect to be spending
a good deal of time on this subSeet during the eoeing months.
