Harris SUBJECT: DRAFT RESEARCH PAPER REVIEW SESSION, OCTOBER 8, 1974 On October 8, 1974 (Tuesday) there will be a meeting of the available intelligence issues research authors, and members of the Commission staff, for purposes of discussing draft research papers, identifying key issues, and stimulating final research paper submissions. The President's Foreign Intelligence Advisory Board (PFIAB) conference room has been made available for this meeting, commencing at 9 a.m. in Room 340, Old Executive Office Building. Security clearances will be certified, and a list of participants will be submitted for use of OEOB guards. Entrance via the 17th Street OEOB entrance near Pennsylvania Avenue is recommended. It is anticipated that the meeting will commence promptly at 9 a.m. Your prompt arrival would be appreciated. Per yo!~'r instruc- tions, I had informally told him of our concerns with Bi l Barnds paper #1 and its discussion of "the fact of" satellite reconnaissance. (He says paper #2 goes int considerable detail on this topic--not nuts and bolts but on uses such as SALT veri- fication.) Bill's memo is self-explanatory--if we formally raise this issue, we can expect the Commission to have some very serious problems with our request. I asked Bill to cool the matter for a couple of days and not to mention it further with Fisher at this time. As yet, this is not a formal problem, but we must be prepared to accept it as such in the future.
