STATINTL hat CIA is always concerned and does have a very strong
personnel security program and continues to review its security
procedures to insure against penetration. Dr. Harris inquired
whether an in-depth personality profile had been done with regard
to people who had breached security procedures and ~e mentioned
specifically Marchetti, Marks and Agee. He was advised that in

1. On 3 October 1974 you brought Dr. Harris to my office
for a conversation regarding the work of the USIB Security
Committee.

i~l:s subcommittees, the membership on the Committee and its sub-
cornrnittees and the way the Committee worked.
3. Dr. Harris inquired as to whether the Security Committee
was involved in the security of satellites and was advised that, while
tl~e Committee did formulate policy and procedures with regard to
general security practices regarding the protection of intelligence
a~zd sources and methods, the actual security of satellites was the
rE~sponsibility of project directors and the security staff specifically
assigned to such projects.
4. Dr. Harris noted that CIA had as far as he knows an
e~:cellent record with regard to personnel security and asked if

connection with any individual who had violated the trust of any
a~.gency in the intelligence community an in-depth evaluation is
made to see if personnel investigations had been proper and
~~,lso to determine if indoctrination and supervisory procedures
iiad been properly followed. He was advised, however, that no
in-depth evaluation had been made across the intelligence
c:omrnunity taking in all individuals who had been responsible
f'or leaks of information. He was advised that the Security
(committee had recently started a study concerning individuals
who had cooperated with foreign intelligence services, principally
the Soviet Bloc and that this study would include a study of personality
traits among other things.
5. Dr. Harris asked whether the Security Committee was
involved in any deception operations and mentioned that he thought
there must be community participation in any such operation to
rnake sure it was successful and that a proper evaluation was
rnade of the extent of success. He was advised that the Security
