1. At her request, Ms. Sheketoff met with
Executive Secretary of the Security Committee, and myself on
24 December 1974. She advised that in her study of Executive Order
1.1652 she had visited the Federal Archives and in talking to personnel
there had become aware of code names and the fact that material
classified under Executive Order 11652 was further restricted by
compartm.entation. She asked if this amounted to an entirely different
system of classification, and how it worked.
2. She was informed that compartmentation was not a different
system, that it was just an application of the strict need-to-know
principle and that intelligence information was classified under the
Executive Order and particularly sensitive information might be given
acode name to administratively assist in seeing that the strict need-
to-know principle was followed. It was explained to her how personnel
with Top Secret clearances did not need to know much information if it
did not relate to their work or functions. As an illustration I referred
her to the book The Ultra Secret" which illustrated how sensitive
information was protected during World War II. It was also mentioned
that compartmentation is not something utilized by the intelligence
community alone as industry uses it to protect trade secrets, new
developments, designs, etc.
3. Ms. Sheketoff appeared to have no other questions and
mentioned that she hoped to have her study completed by 31 December
1974.
