ORANDUM FOR: Deputy to the DCI for the Intelligence Co
Revision of DCID 1/2 Attachment
1. DCID 1/2, "U.S. Foreign Intelligence Priorities
provides that its Attachment "will be reviewed annually with
appropriate participation of members of the intelligence
osommity., and necessary revision issued in January of each
Year
2. Initiation of action to review the Attachment for
1976-1980--which became effective 14 April 1975 (2 1/2 months
late)-already is overdue.
3. In his memorandum to USIR Principals of 22 Nove!tbex%
1974, subject, `Update of DCID 1/2 Attachment,,- noted that tlv,
reversion to be approved in -sa 1975 would essentially be an
update of the then existing Attachment 'revised as feasible
to improve the interface among the ctQs, the DIA Current Near
Teerm Defense Intelligence Objectives and the MIS entries.'
4. Paragraph 5 of the 22 November memorandum was as
follows:
"5. It has been suggested that a relative value
approach be taken to the develop:ent of future revisions
of the DCI1] 1/2 Attachment. The short deadline will not
permit this for the 1976-1981 Attachment, but after this
Attacbment has been prepared for USIR consideration; I
an requesting that the task group develop a study plan
for the application of a relative value approach in
preparation of the DCID 1/2 Attachment for 19'7-Y182,, to
be published in January 1976. This study plan would be
submitted to the U318 for approval prior to its imple-
sientation. `t
(The dates should have been 1976-1980 for the
now-existing version and 1977-1981 for the one to be
issued in early 1976.)
