SUBJECT . Mr. Colby's Comments on DIA's Proposed
Omnibus NSCID Additions
1. I will not have a memorandum for the DCI on the
subject of his note of 6 January until later in the week,
when I will have had a reaction from members of my Task
Group to questions raised at the meeting of 3 January, at
which the DIA proposed changes to the Omnibus NSCID were
discussed. This present note is forwarded for your background
use in the event Mr. Colby raises the subject with you.
2. The DIA, Army, Navy and Air Force members were
obviously "directed delegates" at the 3 January session;
clearly indicating they were not authorized to change a
single word in DIA's input. All of the other members were
clearly opposed to including the material proposed by DIA:,
but the DIA representative said the changes had been directed
"from above DIA." My stress during the meeting was that
surely the Secretary of Defense would not want his hands
tied re internal organization and management matters to the
extent proposed by the DIA input.
3. The DIA representative advised me on 6 January he
had met with General Graham and DIA was prepared to fall off
on a few things. DIA is rewriting its submission. The
rewrite will not be essentially different, however. He
hopes to have the revision to me by Thursday.
4. I see no reason to go back to the agencies again,
nor would there seem to be any point in further consideration
of the paper by the Task Group. The memorandum I will
prepare for the DCI will include an attachment to go to the
USIB Principals, citing the issues which remain for USIB
consideration. This should be available for dissemination
in time for Inclusion of the NSCID on the USIB agenda for 16
January if the DCI so desires.
