SUBJECT : Meeting with Mr. Wheaton Byers, PFIAB, on
9 September 1975, 1030-1230.-
1. Mr. Byers advised me that the Senate Select
Committee (SSC) had formally requested access to the PFIAB
HUMINT Report. In discussing the possibility that the
Committee might also request the DCI's written response,
we agreed that a meeting between us might be useful to
bring Mr. Byers up to date on Human Sources Committee and
related IC/HUMINT progress and other aspects since the
DCI's written response had been delivered.
.2. I brought Mr. Byers up to date on the recent
FOCUS exercises which the Committee had conducted. I
reported on activities of the IC/HUMINT Branch including
our continuing efforts to improve briefing and training of
Foreign Service Officers, Defense Attaches, and others
being posted to overseas missions. I also indicated we were
considering ways of upgrading and strengthening HSC influence.
Mr. Byers had heard about the difficulties in clearing the
for the SSC'from the'White House and we
briefly discussed this.
3. Mr. Byers expressed appreciation for the update
on HSC and IC/HUMINT. He indicated he would be seeing Board
member Gordon Gray later that day and would brief him.
Mr. Byers asked whether Genera]. Wilson and I would be willing
to give the Board a similar updated briefing on human source
activities. I replied that I was sure General Wilson would
agree to give such a briefing. The initiative is with
Mr. Byers to let us know if and when such a briefing is
desired.
4. Mr. Byers reported that he had made available the
sanitized PFIAB report to the SSC Staff (the Coordination
and Management Group, which is not the same group to which
Lynn Davis and others with whom we are dealing belong). The
report was made available only for reading. The Board had

not yet decided whether the sanitized version would be given
to the SSC or whether the original sensitive report would
be shown to them. Mr. Byers indicated, however, that the
latter report probably would eventually be shown with a few
sensitive deletions. (Note: Lynn Davis of the SSC Staff
indicated to me on 11 September that she had been trying to
see the PFIAB HUMINT Report but as yet had been unsuccessful.)
