Dear Admiral:
Your letter of 5 April 1974 forwarded to me a copy of the
Board's Report to the President on U. S. Human Source Intelligence,
dated 20 February 1973. On several occasions since then I have
provided the Board oral comments on actions taken or proposed
in response to its recommendations. I believe it useful now for
the Board to receive a written follow-up report summarizing actions
taken along with other comments relating to the Board's recommen-
dations.
The Board's Report has been most helpful to me in improving
the national focus of human source collection. In November 1974,
with the Board's approval, I forwarded a sanitized version of the
report to the members of USIB. Since that time, the Intelligence
Community and the USIB's Human Sources Committee have responded
constructively to the report.
Some of the actions completed or ongoing in response to the
Board's recommendations are described in the enclosed report. I
call the Board's attention particularly to those sections dealing with
national focus, the intelligence responsibilities of ambassadors and
the Foreign Service, and training. For example, the USIB Human
Sources Committee has established an effective system for national-
level evaluation of human source reporting from individual embassies.

This brings together analysts and collection managers' of various
agencies to generate improved national collection guidance and
responsiveness by reporting elements at embassies. Initiatives
in training have also stimulated increased participation in the
human source intelligence process by the Foreign Service and
other non-intelligence community elements of the government.

The enclosed report follows the format of the Resume of
Recommendations in the Board's original report. The individual
recommendations are stated with my comment immediately following.
My commentary was prepared in consultation with the USIB Human
Sources Committee.
