The enclosed memorandum and its attachment from the Deputy to the DCI for the Intelligence Community responds to the DCI's resource management objective milestone to: "Complete a comprehensive inventory of serial publications issued by the Community and identify what duplications or gaps exist. " 2. Mr. Colby intends to place this item on a USIB agenda at an early date for discussion and specifically to consider: a. Asking each agency to review the rationale for its own production programs and to examine its requirement for publications produced else- where, and b. Asking each agency to consider the possi- bility of eliminating or merging some publications, reducing the frequency of issuance of others, and the paring down of dissemination lists for all. 25X1 25X1 Approved For Release 2004/QF: 89-CRMOTM0l1 Approved For Release /SFCRET -RDP80M0113 AOOI I016AM915 USIB-D-71. 11/8 30 December 1974 THE DIRECTOR OF CENTRAL INTELLIGENCE MEMORANDUM FOR THE UNITED STATES INTELLIGENCE BOARD SUBJECT: A Survey of Intelligence Community Periodicals 25X1 25X1 The Director of Central Intelligence in presenting his fiscal year 1975 resource management objectives to the Presi- dent, established this milestone: "Complete a comprehensive inventory of serial publications issued by the Community and identify what duplications or gaps exist." The DCI's Intelligence Community Staff was asked to make a survey, compile an inventory, and analyze the results. PRINCIPAL FINDINGS 1. The Intelligence Community in Washington issues a surprising number of intelligence journals: it publishes some 130 hard-copy intelligence periodicals at least twice a year which are disseminated outside the agencies of origin. In addition, it publishes on the order of 73 periodicals which are disseminated only electronically and some 241 which are published reg- ularly but not more than once annually. 2. A review of the titles and dissemination of these journals does not reveal any obvious significant duplication or gaps in coverage. But this 1hould be viewed as a highly tentative finding since we have not been able to examine the contents of all these publications and have not sought to elicit comments from recipients. 3. In any event, given the magnitude of the inventory, and given growing resource constraints, it seems safe to say that the community produces too many periodicals. We thus urge each agency -- especially, of course, those produc- ing the most titles -- to review the rationale for its own production program and -- equally important -- to examine its requirements for pub- lications produced elsewhere.
