1. NEW ITEMS
1. NSSM-233 on Future of Kagnew Station, Ethiopia
Defense Chairman of NSSM study group held initial meeting
24 October prior to receipt of NSSM call by DCI/IC. Study tasks
assigned to JCS, State, and DIA with draft inputs due 29 October.
Initial study draft due out by COB 30 October. DCI/IC action
includes contact with DDI, DDO and DCI/NIO. Interagency memo
on terrorist threats in Ethiopia being coordinated and will contribute
to threat section of NSSM. DDI asked to solicit inputs from CIA
officers having any interest in future use Response
due to ICS on 28 October. Next meeting of NSSM study group not

2. Executive Order on PABFIC
Prepared DCI comments on redraft from the White House
on the E.O. for PABFIC (to replace PFIAB). DCI signed and

3. Compartmentation and Control of Intelligence Materials
Prepared memorandum for Mr. Knoche recommending
overhaul of the classification and compartmentation procedures

4. DCID 1/2
Sent memorandum to AD/DCI/IC requesting a decision on
the production of the attachment to DCID 1/2 (U. S. Foreign

5. Human Resources Foreign Information Gathering Plan
A response to the draft on the Human Resources Foreign
Information Gathering Plan is bein re ared for the HUMINT

6. DCIDs 3/4 and 3/5
Memorandum for AD/DCI/IC recommending language and
format changes in proposed DCIDs for STIC and WSSIC being coordinated
with PRD, prior to forwarding. Action Officer: CS/
7. Training for Foreign Affairs Community Personnel
Reviewed with the Director of Training potential CIA /OTR
support to planned IC/HUMINT program for improved training of
foreign affairs personnel in intel collection and reporting. Action

8. Analytical Terminal Systems Working Group of IR&D Council
This Working Group has been restructured and information
on specified significant terminal-oriented programs has been requested.

DIA Management Implementation Plan (MIP)
The MIP presents the implementation phase of the DIA Technical
Development Plan which concerns the internetting of all DoD intelligence
ADP systems. IHC will review and provide comments as appropriate.

10. GIRL Survey
An interdepartmental survey of the HSC-sponsored GIRL has
begun. Questionnaires have been disseminated to HSC members with
arrangements made to solicit the comments of the major reporting
components from some 45 embassies. A covering letter from State
has been sent to ambassadors forwarding the survey. Action Officer:

2. USIB Discussion of the Strategic Warning Staff Monthly Report
Discussion of the 23 October issue is on the USIB agenda for Monday,
3 November. Talking paper has been forwarded to Gen. Wilson. Action

3. Reorganization of the Human Sources Committee (HSC).
Proposals regarding HSC substructure and staffing were discussed
at the HSC meeting 29 October. Members have until COB 5 November to
convey to the Executive Secretary their comments, suggestions and nomina-
tions for subcommittee chairmen, a vice-chairman, etc. Action Officers:

Work continues--near one-half of total draft completed. Input
received this week from on "Accomplishments." Redraft
section reviewed and approved by C. Stiles. Total draft to be completed

5. New Analytical Methods
A draft on the survey of the Intelligence Community's use of new
analytical methods has been submitted to the Chief, PRD. Action Officer:

6. Washington Area Imagery Transmission System (ITS-W)
The draft report of the Working Group has been completed and
forwarded. Comments of the various agencies and departments have been
requested by 31 October 1975. The dialogue with ASD(I) regarding the

a. An ExCom planning meeting was held on 28 October with
representatives from PD/Plans, CPAD, and MPRRD. Issue papers are
due by 2 November.

1. On 30 October the DCI presentedi AD/DCI/
IC until his recent retirement, with the first National Intelligence
Distinguished Service Medal before a large gathering of distinguished
guests and members of the intelligence community. The background
of this award, as set forth in DCID 1/18, was described by Gen. Wilson,
D/DCI/IC. The citation accompanying the award was read by
distinguished career and the growth and purpose of the
intelligence community. Secretary of Defense James Schlesinger also
spoke as did
2. articipated in a panel discussion with visiting
college faculty members on the functions of DCI area components.
Others on the panel included Messrs. Carver, Cary, Taylor,
and 1 -1 This was part of an Agency two-day orientation program
aimed at acquainting the visiting faculty members with CIA and laying
the groundwork for minority recruitment on college campuses.

reviewed, making emendations as necessary, briefing paper on
economic intelligence for DCI.

WWMCCS Architecture Report, particularly with regard to intelligence
