Study tasks assigned to JCS, State, and DIA with draft inputs due 29 October. Initial study draft due out by COB 30 October. DCI/IC action includes contact with DDI, DDO and DCI/NIO. Interagency memo on terrorist threats in Ethiopia being coordinated and will contribute to threat section of NSSM. Training for Foreign Affairs Community Personnel Reviewed with the Director of Training potential CIA /OTR support to planned IC/HUMINT program for improved training of foreign affairs personnel in intel collection and reporting. Analytical Terminal Systems Working Group of IR&D Council This Working Group has been restructured and information on specified significant terminal-oriented programs has been requested. Action Officer: IHC DIA Management Implementation Plan (MIP) The MIP presents the implementation phase of the DIA Technical Development Plan which concerns the internetting of all DoD intelligence ADP systems. IHC will review and provide comments as appropriate. Action Officer: IHC4 -1 10. GIRL Survey An interdepartmental survey of the HSC-sponsored GIRL has begun. Questionnaires have been disseminated to HSC members with arrangements made to solicit the comments of the major reporting components from some 45 embassies. USIB Discussion of the Strategic Warning Staff Monthly Report Discussion of the 23 October issue is on the USIB agenda for Monday, 3 November. Talking paper has been forwarded to Gen. Wilson. Action Officer: PRD 3. Reorganization of the Human Sources Committee (HSC). Proposals regarding HSC substructure and staffing were discussed at the HSC meeting 29 October. NFIPR Work continues--near one-half of total draft completed. Input received this week from on "Accomplishments." Redraft section reviewed and approved by C. Stiles. New Analytical Methods A draft on the survey of the Intelligence Community's use of new analytical methods has been submitted to the Chief, PRD. On 30 October the DCI presentedi AD/DCI/ IC until his recent retirement, with the first National Intelligence Distinguished Service Medal before a large gathering of distinguished guests and members of the intelligence community. The background of this award, as set forth in DCID 1/18, was described by Gen. Wilson, D/DCI/IC. The citation accompanying the award was read by distinguished career and the growth and purpose of the intelligence community. Secretary of Defense James Schlesinger also spoke as did 2. articipated in a panel discussion with visiting college faculty members on the functions of DCI area components. Others on the panel included Messrs.
