Visit to NSC Discussions were held with NSC Staff, on executive summary of NSC staff study on use of NRP assets to support tactical forces. Summary includes recommendations on requirements priorities, security barriers, educational problems on system capabilities, need for peacetime exercises, data processing-dissemination improvements, and the need to get on with a study of how to implement the stated needed improvements to increase the dissemination of national intelligence to tactical users. Previous talking paper prepared for D/DCI/IC on the August Monthly Report is being updated to reflect any additional findings resulting from the 25 September issue of the Monthly Report. Action Officer: PRD/ 4. Alert Memoranda Review Comments and concurrences on the Alert Memoranda study have been received from all USIB agencies except State/INR, whose comments are on the way. Action to complete the study will be taken during week of 29 September. The Treasury Department representative to USIB has recommended that the study be discussed at a NSCIC Working Group meeting. The principal point of contention is the number of stations involved, with ASD(I) opting for a four-station test network and most others desiring a ten-station network that will incorporate both testing and operating capabilities.
