2. Visit to NSC
Discussions were held with
NSC Staff, on executive summary of NSC
staff study on use of NRP assets to support tactical forces. Summary
includes recommendations on requirements priorities, security barriers,
educational problems on system capabilities, need for peacetime
exercises, data processing-dissemination improvements, and the
need to get on with a study of how to implement the stated needed
improvements to increase the dissemination of national intelligence

On 18 September met with Lt Gen Eugene Tighe, Deputy Director,
DIA, et al, to discuss anti-jam policy. The A /J policy has been brought
up at IR&D Council meetings as an item that needs further study.

3. SWS Monthly Report

The Strategic Warning Staff Monthly Report has been placed on the
USIB agenda for 2 October. Previous talking paper prepared for D/DCI/IC
on the August Monthly Report is being updated to reflect any additional
findings resulting from the 25 September issue of the Monthly Report.

4. Alert Memoranda Review
Comments and concurrences on the Alert Memoranda study have
been received from all USIB agencies except State/INR, whose comments
are on the way. Action to complete the study will be taken during week
of 29 September. The Treasury Department representative to USIB has
recommended that the study be discussed at a NSCIC Working Group

5. Intelligence Leaks

A draft memo on intelligence leaks for Mr. Colby to send to the
Chairman, PFIAB, has been completed and will be forwarded to Gen.

Action officer sanitized a summary of a post mortem on the
Cyprus crisis for submission to the House Select Committee. Action

7. Economic Intelligence and National Security
Following DCI's approval of ICS-recommended course of action,
draft has been circulated for comment within building; responses due by

10. Washington Area Imagery Transmission System (ITS-W)
Several meetings were held with members of ASD(I) Staff to
discuss the proposed ITS-W network. The principal point of contention
is the number of stations involved, with ASD(I) opting for a four-station
test network and most others desiring a ten-station network that will
incorporate both testing and operating capabilities. Action officer: IHC/

On 23 September, representatives of ICS components met to
discuss the outline proposed by MPRRD for this year's product. It was
agreed that:
the proposed outline be adopted (including the thrust of the
DCI message);
- points-of-contact (action officers) be named by each ICS
component to assist MPRRD with inputs and development of the
product;
MPRRD begin now to shape a detailed,
comprehensive outline for Gen. Wilson's approval prior to
DCI review no later than mid-October.

18. Army/DDO Clandestine Humint Program Assessment
The status of the Memorandum of Understanding (MOU) between
Army and the DDO was provided to D/DCI/IC. The MOU provides for
increased cooperation between the parties, including cross -assignment
and other matters. It is expected the draft version of the MOU will require
only minor changes acceptable to Mr. Nelson andi and should
be signed by 1 October. Memo notes Navy and Air Force being kept 25X1

19. SKYLINK
A discussion of the SKYLINK program is on the USIB agenda
for 25 S tember. An informational memorandum is the theoretical
topic. F2 HSC, has prepared USIB noted for General Wilson
including proposed Navy changes and has recommended focus on the loss
of the satellite rather than SKYLINK procedures. Action officer:

to conduct technical discussions and determine the impact if there are
changes made to basic reporting of imagery analyses. This trip was in

2. PRD, arranged with DD/OCI for early
information on new State personnel assignments to be distributed
on timely basis to OCI divisions so that individual briefings can
be arranged. This procedure is patterned after the one set up
this spring for OER.
6.1 of MPRRD briefed the Mid--Career Course on
the Intelligence Community.
71 MPRRD, made a presentation to OTR course on
Survey of Financial Management.
8. On 18 September Gen. Wilson andi briefed
Mr. Edward Proctor on Human Source matters relating to the
embassies he will be visiting on his planned TDY to the Far East.
