OTR Support to IC Staff Training Plans
25X1 REFERENCE DDO memo
1. Sam Wilson has advised me that he discussed with
you your concerns, as expressed in reference, about IC Staff
training plans causing Agency over-extension into the
affairs of other government departments. I simply want to
add that I, too, agree with the basic thought you advanced.
It was never our intention that the Agency should do any
of this training itself, or anything else that would infringe
upon State or FSI prerogatives. My original memo may have
been misleading on this point.
2. At this juncture, the IC Staff is acting in its
interdepartmental role in encouraging a review of new ideas
for training for the community's overt collectors. These
initiatives are being developed by the Human Resources
Committee Orientation and Training Advisory Group in which
State plays a key role. If State accepts and implements
these ideas or concepts, they will be implemented only by
that Department, by its personnel, or by contract arrangements.
3.' In this connection, you may wish to consider
proposing that the DDO Training officer be the CIA member
of the Human Resources Committee Orientation and Training
Advisory Group. I understand that CIA has not yet selected
its representative for this HRC subgroup. Such DDO
representation seems appropriate from the Agency viewpoint
in any case, but it could also serve to support your opposition
to Agency involvement in other departments' affairs which I
believe we all share.
