Revised DCI answer to DIA letter on resource balance between
collection and production. Action Officer: MPRRD
7. Possible Foreign Service Institute Training Course
Discussed with Deputy Director William Broderick of FSI
the Institute's program in the human resources area. Broderick
interested in ICS/HRB proposal that FSI might sponsor a short course
on reporting to meet national needs which would focus on techniques
to improve human skills, as well as on such things as formulation of
requirements, coordination of reporting at overseas missions and
enhancing reorting officer-end user dialogues. Action Officer:

8. Candidates for Chairman of Assessments Subcommittee (HRC)
INR/OIL supports the idea of State providing candidates for
this position and an internal recommendation to this effect has been
prepared. It appears logical that candidate should come from staff f

13. Intelligence Community Awards Program
A talking paper was prepared for the DCI's use at USIB
proposing that a review panel under ICS sponsorship be established
to develop criteria for awarding intelligence community medals and
for screening recommendations for these awards.

1. Strategic Warning Review Group
Talking papers for Gen. Wilson's use at the 10 November
meeting will be forwarded 7 November. Action Officer: PRD
2. Letter of Instruction to Chairman, I-HRC
A proposed Letter of Instruction for FY 76 to the Chairman,
HRC, for signature by the DCI has been prepared and is being coordinated.

The matter of Chairman for the HRC was discussed with

IBEX Policy Group (to be renamed Mid-East Intelligence Policy
Group) to meet 1400/ 12 November for purpose of reviewing recent
developments in IBEX program, plus other matters which may be

At request of Director, DARPA, discussed studies and project
relating to the National/ Tactical Interface with Mr. Bruce Jay, DARPA /
Tactical on 4 November. Points of contact were passed for his use
in assessing areas for DARPA programs in adva ology attained

10. Defense Satellite Communications Systems (DSCS)
Met with Mr. Albrecht, OASD(I), to discuss his responsibilities
as coordinator of intelligence requirements for DSCS. Mr. Albrecht
is exploring the use of DSCS by the Intelligen unity. Suggested

In coordination with NIO/ME, comments are being prepared
for D/DCI/IC on DoD evaluation of NIAM 35/36-2-75. Prepared D/DCI/IC
checklist of highlights and follow-up xtions by PRD and others on most

A memo has been prepared to USIB Principals for the initiation
of an Ad Hoc Task Group to update. DCID 1/2 Attachment for the Director.

USIB/JCS representatives to consider the U. S. Position Paper on
CANUS-76.

3. PRD, attended a draft coordination meeting on 25X1

HUMINT Branch is now called the Human Resources Branch (HRB/ICS).
