SUBJECT: Monthly Highlights, Intelligence
Information Handling Committee (IHC)
NEW ACTIVITIES
1. Analytical Terminal Systems Working Group
The Analytical Terminal Systems Working Group of the
IR&D Council has been restructured under new chairmanship and
will be proceeding with its evaluation of these systems. A data call
has been initiated for information on selected significant terminal-
oriented systems. The Chairman, IHC, will serve on this Working
Group to provide an IHC interface with this evaluation.
ON-GOING ACTIVITIES
1. Washington Area Imagery Transmission System (ITS-W)
The draft report of the IHC Working Group on ITS-W has
been completed and forwarded to the various departments and agencies
for review and comment. The dialogue with ASD(I) regarding the
definition of the system continues. The contract with the contractor
for Phase II, covering the building of the system, will be negotiated
upon the completion of the above actions and with the approval of the
D/DCI/IC.
2. Project CONTEXT
Installation of the dedicated secure phone system should- be
completed at State, DIA, CIA, and NSA by mid-November. A large
screen (23-inch T. V.) monitor has been connected to the CONTEXT
terminal at NSA and is undergoing tests. Upon satisfactory completion
of these tests two monitors will be installed in the system at CIA
Headquarters for further testing.

3. IHC Micrographics Working Group
The second meeting of the IHC Micrographics Working
Group was held on October 10. Draft terms of reference were dis-
tributed and preliminary data for an Intelligence Community inventory
of micrographics facilities is in preparation. As agreed, the place
of meeting will be rotated so that visits may be made to the various
facilities and the next meeting will be held at NISC.
4. National Imagery Plan (NIPS)
The first draft of Annex D, Part II, covering dissemination of
mid-term objectives, has been completed and submitted to the NIPS
Coordinator.
MAJOR MILESTONES
1. Mid-Nov. - Installation of CONTEXT dedicated secure phone
system.
2. Mid-Novo - Installation of CONTEXT large screen monitors
at CIA Headquarters.
3. Late Nov. - Begin negotiations with Harris Corp. re ITS-W
System (Phase II).
4. Late Nov. - CONTEXT formal technical agreement with NSA.
