staff study on use of NRP assets to support tactical forces. Summary ILLEGIB

educational problems on system capabilities, need for peacetime

need to get on with a study of how to implement the stated needed

On 18 September met with. Lt Gen Eugene Tighe, Deputy Director,
DIA, et al, to discuss anti-jam policy. The A /J policy has been brought
up at IR&D Council meetin s as an item that needs further study.

The Strategic Warning Staff Monthly Report has been placed on the
USIB agenda for 2 October, Previous talking paper prepared for D/DCI/IC
on the August Monthly Report is being updated to reflect any additional.
findings resulting from the 25 September issue of the Monthly Report.

4. Alert Memoranda Review
Comments and concurrences on the Alert Memoranda study have
been received from all USIB agencies except State/INR, whose comments
are on the way, Action to complete the study will be taken during week
of 29 September. The Treasury Department representative to USIB has
recommended that the study be discussed at a NSCIC Working Group

5. Intelligence Leaks
A draft memo on intelligence leaks for Mr. Col-by to send to the
Chairman, Pl IAB, has been completed and will be forwarded to Gen,

Several meetings were held with members of ASD(I) Staff to
discuss the proposed ITS-W network. The principal point of contention
is the number of stations involved, with ASD(I) opting for a four--station
test network and most others desiring a ten-station network that will
