Godfrey briefed the Director on the latest developments in China, calling attention in particular to indications that people sent to the provinces two to three years ago are taking advantage of the present confusion to return to their homes. He felt this could cause some dis- location in production. Kent said that Estimates on East Africa and Castro's Cuba are on the USIB agenda this week. He felt that the East African Estimate is a delicately balanced paper which some USIB members might prefer to discuss. The Director hoped that the USIB meeting can be held as scheduled.
