The Director asked that the DD/P draft his answer onto the DD/I's. Allen for Carver reported that on Saturday we sent to Walt Rostow suggestions on a draft of proposed remarks for the President on Vietnam. Bross reported that will give the graduation address to the Midcareer Training Course on 3 March. Bross noted that he and the DD/I will be seeing General Carroll to discuss implementation of the JIIRG report and wondered how far they should get into the board of directors concept. The Director felt that it would be premature to discuss financing. A-DD/S&T noted completion of his briefing paper for the Director for PFIAB. A-DD/S&T discussed the likelihood that Friday's U. S. space accident will result in increased inquiries to the Agency concerning the status of the Soviet moon program. The Director felt that the A-DD/S&T should give the briefing on the Soviet space program to PFIAB. Kent noted that the Soviet space Estimate should be ready for USIB the week after next. The =material has been included. DD/P briefed the Director on the problem involving Ramparts magazine and said that he has asked Houston to see if the Internal Revenue Service might not become interested in how the magazine is financ ed. The Director called attention to an article on foreign affairs by C. L. The Director discussed the difficulties which the Soviet consular treaty is experiencing in the Senate and said that the Administration may decide not to present the treaty for ratification. Ofelt that, notwithstanding, efforts should continue to work out the personnel staffing of the consulates in order to be fully prepared should the treaty be ratified. The Director agreed. 1.
