Morning Meeting of 27 January 1967
Abbot Smith reported the completion of a staff memorandum
which outlines the situation in the Congo as deteriorating to the point
where some thought should be given to preparing for the possible neces-
sity of an airlift to rescue the whites. (See Action 1)
In reply to a question from the Director,Iharacterized
Ambassador Locke's presentation to USIB as first-class. He felt that
the Ambassador is very competent
Carver noted that Secretary McNamara gave Vietnam casualty
figures in his presentation to Congress yesterday. ADD/I said that the
figures involved infiltration and enemy strengths and, while rounded
out, were quite comparable to the figures used by the Agency.

Carver said that George Allen will be acting for him during his
three weeks' TDY starting Monday.
for Warner reported on the briefing for Senator Tower
Wednesday in connection with his trip to the Far East. He said that
Senator Pell was most complimentary of the caliber of Agency personnel
following his luncheon at Headquarters yesterday.

received concerning the Agency's program for the Senior Seminar.

Chamberlain called the Director's attention to the agenda for the
DCI's trip on-13-14 February. The Director said that he will discuss with
Chamberlain whether the agenda might be somewhat curtailed.

The Director noted that Secretary McNamara accepted the char-
acterization of the Soviet ABM system as contained in the National
Intelligence Estimates in his posture statement before Congress. After
some discussion the Director felt that it might be worthwhile to give
some thought to how we might get across in our various briefings the
contribution of the NIE's in holding down military expenditures.
The Director called attention to Bill Attwood's article on the
State Department in the current issue of the Atlantic Monthly. He felt
that the article should be widely read throughout the Agency. The
Director noted the importance of preventing the growth of bureaucratic
and flaccid tendencies in the Agency. (See Action 2)

The Director called the ADD/P's attention to a cable from
COS, Saigon and asked him to be sure that it is carefully scrubbed
down and, if the resulting comments are negative, that the ADD/P
is in agreement. (See Action 3)
ACTIONS:
1. The Director asked that the ONE staff memorandum on the
Congo be put in the form of a memorandum to the Director for the
usual high-level distribution with blue slips for his signature. (ONE -

2. The Director asked the ADD/S to send copies of the Attwood
article to all members of the Executive Committee. (ADD/S - 30 January)
3. The Director asked ADD/P to report back to him on the referent
cable from COS, Saigon. (ADD/P by 31 January)
