~4L Approved For ,ase IN 1/23: CIA-RDP80RO128 1800010044-9 25 January 1967 Morning Meeting of 25 January 1967 The Director reported that Secretary McNamara sent him a fifteen-page statement on civilian casualties in North Vietnam for review. The action on this was completed last night. He passed the paper to the DD/I and said that he has no objection to its being read by others in the Agency. The Director reported that Foy Kohler called him yesterday to solicit the Agency's support on the U. S. -Soviet consular treaty. He asked that the DDCI, the DD/I, and Warner review the DD/P's position paper from the viewpoint of a devil's advocate. In reply to a question, Warner said that he could set up the necessary appointments with sena- tors in a two- to three-day period. The Director noted that there will be no Morning Meeting tomor- The Director reported that Tom Hughes wants to discuss Vietnam casualty figures in executive session at USIB tomorrow. The Director noted that the DDCI will attend an NSC meeting on Rhodesia at 12 noon today as Acting Director. Godfrey reported that he and briefed Senator Robert Kennedy in connection with his upcoming trip to Paris. Godfrey felt that the briefing had gone well and that the Senator is a strong friend of the Agency. Kent alerted the DDCI to State Department criticism of a 19 Decem- ber ONE memorandum on Rhodesia. Bross said that he will be giving the DDCI a paper on USIB re- organization in connection with the JIIRG report. Sheldon said that he is in general agreement with the paper. Carver noted a State cable from Saigon on political developments in South Vietnam. Warner reported a successful two-hour briefing of Congressman Lipscomb on East-West trade. Warner noted the proposed Agency action to help the Department of the Interior hurdle classification problems in that part of their budget presentation concerning overhead reconnaissance. Sheldon explained that this situation evolved from NSAM 156 and added that Don Hornig is engaged in drafting an additional NSAM on the nonmilitary aspects of the NRP. 1.
