Kennan was pleased and complimentary. 25X DD/I briefed on a long session with General Robert Taylor, who discussed a requirement from General Wheeler to overhaul the SOP on enemy OB in South Vietnam. support and named DD/I had agreed to render the necessary who will be in touch with SAVA, as his coordinator. DD/I reported a call from George Denney, who asked that a status report on the infiltration of North Vietnamese units into South Vietnam be prepared by USIB. DD/I had contacted who agreed to handle this as a joint CIA/DIA operation. has informed MACV. Work is starting today, and the paper will probably be ready for USIB next week. Kent noted for the Director's information that the disarmament business is coming to life and that he anticipates a request for an Estimate on the intelligence community's capability to police a dis- armament deal without inspection provisions. 25X DD/S reported that the feedback from the Brookings group was unanimously enthusiastic. The Director felt that it was obviously a desirable affair and expressed his pleasure at the results. Carver reported that he discussed with Bill Bundy the subject of Agency-Ky contacts and that as a result the COS, Saigon will explore the matter with Ambassador Porter. Carver mentioned that John Oakes, editorial page editor of the New York Times, is planning a trip to the Far East. The Director asked Goodwin to alert him immediately should Oakes request any information. Warner called attention to the consular convention hearings. He suggested that the Director might wish to review the Agency's position as pre.viously presented to Senators Fulbright, Mundt, and Hickenlooper. The Director said that there should be an adequate number of senior Agency personnel at the breakfast to permit alternate seating and that there will be a single briefing along the lines of the Executive Director's usual presentation on the Agency and the community. (See Action 3) Bross passed on remarks by Congressman Laird made socially to Stewart Alsop to the effect that the Agency was correct on its Soviet missile estimates. A-DD/S&T reminded the Director of Kohler's request for a briefing on the Soviet ABM problem next Monday. The Director sug- gested that the A-DD/S&T handle the briefing by himself. The Director reported that he and A-DD/S&T met with the Vice President yesterday to discuss the Soviet ABM problem. 1. The Director asked the A-DD/S&T to handle the liaison with the State Department on problems involving the space treaty. 2. The Director asked DD/P to give him a written Agency position, checked with the DD/I, on the consular treaty. It should be drafted in a form that the Director could quote and should reflect the community's needs, although USIB coordination is not necessary. (27 January) 3.
