Morning Meeting of 13 January 1967
George Allen gave a briefing on the military situation and outlook
in Vietnam.
DD/I reported on the current status of the McCloy mission and of
preparations for a final decision on the question of the withdrawal of
some U. S. military forces from Europe.
The Director raised a question about the loyalty of the ChiCom
army, and Lehman and DD/I each discussed briefly the state of informa-
tion available on this subject. (See Action 1)
Lehman briefed on past reporting and the current situation in Togo.
Lehman reported an air engagement between ChiNats and Chic oms
during which each side appears to have lost a jet fighter. There is some
concern over an unusual number of ChiNat ships sailing to and from

Lehman noted a piece in today's New York Times by Harrison
Salisbury decrying U. S. bombing of NVN. Lehman also noted a request
for a visa for Karnow of the Washington Post to visit Hanoi.
DD/S reported that a committee has been assembled to look into
possible ways of lessening the burden on our employees caused by the
high price of parking in Rosslyn and at downtown buildings.
Carver reported on his meeting yesterday with Ambassador Unger
in connection with draft instructions being written for the Embassy
covering U. S. objectives during an election period in SVN..

In answer to the Director's question, Carver explained that
Calhoun is going to Saigon to replace Habib as political counselor of
the Embassy.
A-DD/S&T reported that reasons for failure of the emergency
ejection gear aboard the OXCART have been found and modifications
are being made to both OXCART and Air Force aircraft.
A-DD/SST reported that arrangements are being made to brief
senior State Department officers on the meaning and implication of
various types of Soviet strategic weaponry.
Executive Director reported briefly on a meeting he attended with
John Macy yesterday on the President's desire to improve Government
service to the public
particularly in the area of handling correspondence.
The Director noted aScott-Allen article in yesterday's Northern
Virginia Sun alleging establishment of an NSC executive committee on
China. The article was fashioned from whole cloth.
The Director asked Warner if any further Congressional briefings
have been scheduled. The answer was in the negative, but Warner
pointed out that the House Armed Services Committee may ask for a
briefing..
1. The Director pointed out that there are bound to be daily inquiries
about the situation in China, and he requested that DD/I or D/OCI be sure
to cover this subject at each Morning Meeting.
