Morning Meeting of 12 January 1967
DD/I reported that he discussed with Bill Bundy the Department's
desire to hold a conference with Japanese foreign office and trade officials
so that the U. S. might point out dangerous categories of Japanese trade
with China.
Lehman reported on current developments in the ChiCom situation.
Lehman noted an informal State Department request for information
pertaining to NVN infiltration. He briefed on Harrison Salisbury's latest
piece, this one from Hong Kong, describing the efficiency of NVN restora-
tion of transport capabilities following bombing.
Lehman noted a cable from the Embassy in Moscow complaining
about the extent to which American tourists and exchange personnel are
getting into trouble with Soviet law.
K1 I eported that D/NRO has responded to the Chairman, USIB
on the question of NRO plans to collect ABM information. Copies of the
NRO letter are being sent to Agency components and to USIB agencies as
well.
DD/S reported that an Air America plane out of Danang crashed
today killing five. A recap of Air America operations during 1966 showed
the loss of three Americans and ten foreigners because of enemy action.
Accidents accounted for the loss of two additional Americans and three
additional foreigners.

DD/S reported that an Agency planning team will leave for Saigon
next week to be of advice and assistance to the Station in arranging the
Agency's support of rural development and pacification plans in SVN.
Carver reported on a session he had here yesterday with a member
of Alain Enthoven's office, which is looking into the cost effectiveness
of U. S. bombing operations in Vietnam. (See Action 2)
Carver reported that he will lunch today with Unger and Yager
of the State Department.
Warner said that Senator Tower plans a trip to the Far East in
February and seeks Agency briefings beforehand.
Warner reported that Senator Percy will come to the building for
breakfast and conversation next Wednesday morning, 18 January.
Warner was reminded that the Director wants a similar session with
Senator Pell as soon as this can be arranged.
Warner reported that Representative Kastenmeier has introduced
a bill for a joint committee. This is the only such bill thus far.
Warner reported that a staff member of the Senate Aeronautical
and Space Sciences Committee will be coming here for briefings on
recent Soviet developments in this field.
A-DD/S&T reported on the status of various press articles relating
to the Director's testimony on the Hill.

Executive Director reported that some fifteen senior American
captains of industry will be in town under the aegis of the Brookings
Institution. Brookings has requested that the Agency provide a luncheon
and briefing for the group at Headquarters on 15 February. It was agreed
that this will be done. The Director asked that it be arranged for Kermit
Gordon to be in attendance.

The Director said that he called General Taylor yesterday and
offered Agency briefings prior to General Taylor's upcoming trip to the
Far East. The General was appreciative, but briefings may not be
necessary.
The Director reported briefly on his meeting with the Joint Com-
mittee on Atomic Energy yesterday. He asked A-DD/S&T to relay his
compliments to Chamberlain and for their participation.
1. The Director emphasized the importance he attaches to the
high degree of discipline and fastidiousness required by Agency officials
in any dealings with Congressional committees, Members, or staffs.
It is of particular importance to avoid a compulsion by specialists to
hold forth at too great a length and in too great detail. The Director
asked that this be emphasized in passing the word within the Agency.

2. The Director reported, following a luncheon meeting with
Secretaries McNamara and Vance yesterday, that the Agency has been
asked to come up with a new report in the next two or three weeks deal-
ing with the effectiveness of U. S. bombing and facing up to certain
contingencies. The importance of this is such that it supersedes other
studies that may be under way, and if other such studies conflict or are
time-consuming, the requesters should be notified so that concentration
can be given to the primary task. (DD/I and SAVA)

3. The Director pointed to the great care required in developing
agreed figures and statistics pertaining to the war in Vietnam. The
Agency is to have the necessary arrangements to ensure that it speaks
with one voice in these matters. (All)
