Lehman briefed on late word concerning the China situation and noted the largest friendly military operation to date in Vietnam. This is Operation CEDAR FALLS, taking place against VC targets thirty miles north of Saigon. Abbot Smith reported that ONE yesterday disseminated the revised "War in Vietnam" memorandum. DD/S noted that the report of an interagency committee chaired by John Macy dealing with Governmental use of the polygraph had been ap- proved by the President. There will be a press release. The language of the release is being coordinated. Carver reported meetings yesterday at Headquarters with General Smith, the officer assigned as Military Deputy to Ambassador Porter. Bross reported discussion with General Maxwell Taylor, who has asked to receive our critique on the Dominican Republic crisis. It is unrelated to the WSEG review. General Taylor wants this as part of his own research into intelligence matters. 25X DD/P referred to recent conversations between Charles Bartlett and a Soviet Embassy official here concerning the outlook for Vietnam negotiations. DD/P reported that Senator Stephen Young is preparing an anti- CIA article which will be published in Playboy. Executive Director noted that Pat Coyne will be here today for lunch with the IG. The general understanding is that we will not dis - seminate IG reports to the President's Board. Executive Director noted the need to ensure that special briefings given at Friday Morning Meetings are as in tune as possible with cur- rent interests. Suggested topics for such briefings will be tabled at Morning Meetings on Tuesday or Wednesday of each week so that the Director can make his decision. (See Action 2) The Director and the Deputy Director complimented those involved in preparation of supporting materials for the briefings on the Hill yes- terday. The Director described the meeting in some detail. DDCI sought and got the Director's agreement to excise portions of the Direc- tor's briefing materials and to send them to DIA to help ensure con- sistency in later testimony. Duckett, Chamberlain, and will accompany him. A pre-USIB meeting will be held at 10:30 a. m. if one is required. 25X ACTIONS: 1. The Director referred to the need to answer a series of ques- tions which were raised at the meeting on the Hill yesterday. This is to be done in writing in a letter to Chairman Russell with a copy to Senator Mansfield. OLC is directed to consult with DD/I in accom- plishing this task, which is to be completed by the close of business today. 2. At the Morning Meeting on 13 January, the topic of the special briefing is to be the military situation in Vietnam, with special emphasis on Delta developments.
