Morning Meeting of 5 January 1967
DD/I outlined the arrangements for the briefing of Messrs.
Darden and Woodruff at NPIC at 1000 today. Art Lundahl, Hank
Knoche, and I will participate. Executive Director
noted that the DD/I's report on NPIC activities for the last six months
showed great progress in reducing both backlog and overtime.
Lehman for Godfrey tabled a memorandum on Panama in response 25X
to a previous request by the Director. (See Action 1)

reported that there is nothing startling with regard to the
DD/S noted that the wife of an Air America employee was released
by the Viet Cong yesterday. She and her husband, both Filipino nationals,
were captured by the Viet Cong south of Saigon last June. DD/S said
that BOB called yesterday to announce the Agency's new supergrade ceil-
ing II This includes the Scientific Pay Schedule but not the Executive
Pay Scale.
Carver briefed the Director on yesterday's discussion with Walt
Rostow on political action.

Bross said that he discussed the next PFIAB scheduled for
2-3 February with Pat Coyne. The agenda has not yet been fixed,
but it will likely include the ABM-ICBM briefing given to General
Taylor, China (if developments warrant), and possibly the Middle
East. The Director asked that OXCART be included on the agenda.
PFIAB will see the President to discuss the over-all intelligence
budget. Coyne wanted a session with the IG. Bross said that the
date for completion of the Knox report has been substantially delayed
and will not formally reach PFIAB before February.
A-DD/S&T reported that the Mars window is open and that there
is a good possibility of a Soviet probe today. He is responding to
NASA's interest in this shot.
In reply to a question from the Director, A-DD/S&T said that
the Draper report on the status of the Soviet moon program appears
to be most significant. He is arranging to talk to Draper directly
and will be involved in a complete reassessment of the Soviet program.
The Director asked whether Senator Symington has returned,
and Warner said that he will be going to the Senator's office this
morning.
DDCI called attention to last night's Huntley-Brinkley Report.
ACTION:
1. The Director asked tnat the memorandum on Panama be
given immediate and wide distribution on a routine basis.
