MEMORANDUM FOR THE RECORD
Morning Meeting of 4 January 1967
DD/I informed the Director about the 29 December briefing of
General Greene on Cambodia.
Godfrey reported indications pointing to an additional Chinese
AAA unit in the North Vietnamese border area. If south of the border,
this would bring the total of the so-called Chinese AAA units to three,
suggesting between 40, 000 and 60, 000 troops.
Godfrey said that he now has the documents upon which Harrison
Salisbury based his articles. The documents were published by Hanoi
and had been picked up by the embassy in Moscow. The Director said
that he will look at them. DD/P called attention to the critical coverage
o the Salisbur article
Kent said that, with regard to tomorrow's USIB meeting, ONE
would like ten to fifteen minutes with the Director today. The Director
made an appointment for 1500.
Kent discussed a request from General Wheeler for Agency
representation to review a video summary of (See
Action 1)
Carver reported that Bob Matteson was at Headquarters for brief-
ings yesterday and that Wade Lathram, Director of the Office of Civil
Operations under Ambassador Porter, will be at Headquarters at
1030 on Friday. Carver, DD/P, and C/FE will discuss political
action with Walt Rostow this morning.
Warner alerted the Director to Senator 5ymington's return
tomorrow. DDCI felt that Symington will probably first contact State
and Defense on U. 5. aid to Jordan.

Warner noted that Messrs. Woodruff and Darden are scheduled
to visit NPIC tomorrow. They had a fine trip, and Woodruff in
particular was impressed by the Agency's financial control mechanism.
In reply to a question, Warner said that the Director's briefings
of the Joint Committee on Atomic Energy scheduled for 11 January will
probably get into the Soviet ABM question. (See Action 2) In this con-
nection, DDCI noted that he is scheduled to see Russ Blandford on
Saturday and that the Agency had briefed General Taylor in the Director's
absence. The General was interested in the different opinions on Tallinn.

Houston said that he will be spending time at the Department of
Justice today in connection with the arrest of individuals from the Haitian
liberation expedition. DDCI remarked on the New York Times coverage
of the Haitian group this morning.

A-DD/SST reported rumors that, during his recent trip to the
US5R, Dr. Draper was given a straightforward statement to the effect
that the Soviets will beat the U. S. to the moon. Dr. Draper has talked
to James Webb already, and A-DD/S&T expects a report today. The
Director said not to hesitate to contact Dr. Draper personally for full
details.
A-DD/S&T felt that, prior to the upcoming Congressional briefings,
the. Director should spend some time on the space treaty question, par-
ticularly the problem of being able to determine when a weapon has been
placed in orbit. A-DD/S~zT plans to give the Director a paper on the
space treaty. The Director said that he plans to spend time with
Chamberlain and will include anyone else as necessary. DDCI felt that
he should also see Stoertz.

DDCI briefed the Director on the status of the OXCART and noted
that, in response to a request from Secretary McNamara, he sent the
Secretary figures on civilian bomb casualties in North Vietnam. DD/I

said that the figures on civilian bomb damage had been derived from
the three studies done previously at Secretary McNamara's request.
In view of the fact that DIA has a casualty assessment in train, DD/I
proposed to go no further at present. He said that a more complete
Agency study would take about three weeks.
DDCI reported that the situation was quiet over the holiday period,
that the Agency had functioned superbly, and that he has great confidence
in the Operations Center.
The Director read an item from the Jamaica Daily Gleaner on an
allegedly secret organization in Zurich engaged in a political and propa-
ganda campaign in Rhodesia.

Director asked that the Missions and Programs Staff, DD/P, be
given the representation for preparation of a reply for the Director's
signature to General Wheeler. (6 January)
2. The Director asked Warner to talk with Congressman Holifield
and others to get as clear a preview as possible of what the Committee
expects the briefings on 11 January to cover. He said that he would be
glad to call Senator Jackson in Seattle if Warner feels this is necessary.
