Morning Meeting of 12 July 1967
DD/I called the Director's attention to the articles in this
morning's New York Times and Washington Post on the USSR's stra-
tegic weapons force in 1971. He reminded the Director that at
Congressman Rivers' request we briefed the Committee counsel at
some length last March on our evaluation of this report. Kent said
that, when the Director needs it, he can provide him with a worth-
examining this problem.
while memorandum by explaining the different ways of
DD/I discussed yesterday's U-2 overflight of western Cuba. The
flight did not alter the memorandum which the Director sent to Secre-
tary Rusk yesterday. The Director asked that we continue to keep a
sharp watch on Cuban reactions to U-2 overflights. In this connection,
DD/S&T reported that he has already alerted the JRC to our interest.
DD/I reported that the weekly memorandum on Soviet arms to
the Middle East was sent to McGeorge Bundy this morning. The
Director gave guidance on how the totals in these reports might be
better presented for the layman's understanding.
Godfrey described the short flurry of hostilities which occurred
near Ismailia this morning. (See Action 1)

Godfrey passed the Director a memorandum
concerning ChiCom troops on the Burmese border.
Godfrey noted that we have already distributed to Secretary
McNamara at his request a memorandum on ChiCom nuclear delivery
capabilities.
Kent reported that ONE now has a clean text of SNIE 10-1 for
tomorrow's USIB agenda. DDCI said that he will be ready for a pre-
USIB meeting this afternoon.
DD/S reported that our recruitment relations with Harvard appear
to have returned to normal.
Carver briefed on his trip to Vietnam, covering inter alia the
likelihood of some expansion in forces, actions in Laos, enemy OB
statistics, Thieu-Ky political relationships, pacification, and funding
of the RDC program.
The Director told Warner that he will let him know later today
who will accompany him to the Hill tomorrow morning.
The Director noted that he and Charlie Schultze will be seeing
Representative Mahon this afternoon.
Bross briefed the Director on a request from General Maxwell
Taylor for a briefing concerning Middle East intelligence coverage.
The Director asked the DDCI to come up with a recommendation on
how this should be handled.
DD/S&T reported a request from NASA for an 18 July briefing
on the Soviet meteorological program. The Director agreed.
1. The Director asked Godfrey to include in this Sunday's pub-
lication a fortnightly roundup of the cease-fire violations.
