Carver described his session yesterday evening with Walt Rostow.
Morning Meeting of 19 May 1967
DD/I said that, with regard to the Director's request of last
week, he has the memorandum ready for Secretary McNamara on
supply routes into North Vietnam. The Director said to send Secretary
McNamara's copies through Frank Hand and to include for distribution
Secretary Rusk, Bill Bundy, and two copies for Walt Rostow.
Godfrey briefed the Director on air operations in North Vietnam
and on ground operations in the DMZ.
Godfrey noted that the scheduled AN-12 flights to Hanoi have now
been canceled by Moscow but that an IL-18 is in Peking en route to
Hanoi.
Godfrey mentioned the distribution of last night's Sitrep on the
Arab-Israeli situation. The Director suggested that the Sitreps be
continued at a twice-a-day interval with a little broader distribution.
Abbot Smith said that the BNE is meeting this afternoon to develop
terms of reference for a general Estimate on the Middle East. (See
Action 1)
In reply to a question the DD/I assured the Director that his
briefing on Latin America for next Tuesday is in train.

The Director initiated a discussion of the situation in the Middle

ACTIONS:
1. The Director asked Abbot Smith to avail himself of Ambassador
Hare's expertise in connection with future Estimates on the Near East.
