Morning Meeting of 26 April 1967
ADD/I reported that the radar plots on the F-4B aircraft shot
down yesterday were so close to the ChiCom border that it is difficult
to say whether or not an intrusion occurred.
Lehman for Godfre said that we are examining further the possi-
bility of additional action as prognosticated in an 25X1
intelligence report.
Lehman noted that the President is meeting with Chancellor
Kiesinger this morning and has an ETA in the U. S. of 1630.
Lehman briefed the Director on traffic regarding Departmental
efforts to mediate the war in the Yemen.
said that the Director will be receiving a memorandum
from Secretary Vance stipulating approvals from the appropriate
Congressional subcommittees for a joint CIA/DOD action.
IG noted that ill be on board this morning to par-
ticipate in the survey of the Office of Finance.
Houston briefed on his participation in deliberations by the National
Aeronautics and Space Council staff on defining the national limits of air
space.
Bross noted a written request from PFIAB for further submissions
in writing on questions growing out of a previous trip to the Far East
by Clark Clifford.

ADD/P called the Director's attention to Swedish assent to a
meeting of the Russell tribunal in Stockholm.
ADD/P briefed the Director on developments in the Yemen and
said that the field has been queried for further details.
The Director said that his arrangement to receive a twice-daily
summary of EXDIS cables appears to be working satisfactorily. Since
this was a personal arrangement, the weekend DCI Duty Officers should
not expect to receive these summaries.
The Director discussed his conversation yesterday with Ambassa-
dor Harriman. (See Action 1)
The Director discussed the present period of review in U. S.
Government circles of the war in Vietnam and gave notice that we can
expect an increase in requests for intelligence and analysis.
1. The Director asked Kent to call Ambassador Harriman next
Tuesday and discuss with him the substance of the paper which BNE is
preparing for Bill Bundy on possible Soviet and ChiCom actions in
North Vietnam.
The Director also asked Kent to have an appropriately knowl-
edgeable individual using whatever help necessary make up a list of
potentially embarrassing Soviet and/or ChiCom actions as an internal
exercise.
2. The Director asked the ADD/I to institute an objective and
fair post-mortem of collection, analysis, and reporting of the Greek
political crisis.
