The problem is one of protecting sources, and he has informed I that the use of information based on COMINT will necessitate a formal request to higher Agency authority. Lehman briefed on the coup in Ghana and discussed the details of last night's Korean naval incident. Kent explained the procedures under which the curren Estimate is being prepared. It involves a one man-one vote principle on substantive conclusions. He has asked Montague to prepare a memorandum. DDCI noted that the Director will not be at tomorrow's Morning Meeting since he has an appointment with Charlie Schultze. Allen for Carver called attention to today's daily Sitrep on Vietnam as providing good insights into the enemy strategy and tactics in South Vietnam. DDCI agreed and said that it seems to fit well with SAVA's Friday memorandum. DD/P noted that Warner said that we have now replied to the questionnaire from the House Armed Services Committee. Bross described the Director's appearance before PFIAB, which he felt had gone well. DD/P passed the DDCI an NPIC stud on the location of U. S. POW's based on an analysis of photography. Executive Director discussed the Agency's budget problems with RDC and welcomed any advice on this matter in connection with the Director's meeting with Charlie Schultze tomorrow. DDCI called attention to an item in this morning's New York Times on POW treatment by Hanoi and to an intelligence report based on interrogation of a recently defected North Korean propaganda official.
