Morning Meeting of 11 April 1967
The Director noted that Senator Baker breakfasted at Head-
quarters this morning.
DD/I reported that Air Force One now has an ETA of 0945 EST
Montevideo. He briefed the Director on the latest information con-
cerning security measures at the airport.
Lehman for Godfrey noted two overnight reports detailing
comments by the North Vietnamese Foreign. Minister to Eastern
European journalists.
The Director reminded the group that intelligence related to the
security of the President when outside the country is a direct Agency
responsibility. He emphasized that this is a serious matter to which
all hands should pay strict attention.
Kent said that Montague has been tapped for jury duty. The
Director considered that this is a citizen's responsibility.
DD/S briefed the Director on an FBI report concerning planned
demonstrations at the University of Wisconsin during an Agency re-
cruiting session.
Chamberlain for A-DD/S&T briefed the Director on the charac-
teristics of COSMOS 154, which was launched last Saturday.
The Director noted that he will meet with Chamberlain's panel
tomorrow afternoon and made arrangements to confer with him in the
morning. DDCI mentioned that he will lunch with the panel today.

In reply to a question Warner said that Bob Michaels will be
coming to Headquarters tomorrow.
Executive Director reported that the Bureau of the Budget has
raised the problem of clearances for Secretary Rusk's panel to
examine funding for private organizations. He said that, while all
but four of the members had Agency clearances at one time or another,
he had replied that clearances in this case do not appear to be an
Agency responsibility. The Director agreed.
DDCI passed the DD/I a report on naval operations in Vietnam.
