This unit appears to be a service element. Godfrey cited the report, indicative of the rumors circulating in China, to the effect that Mao and Lin are under house arrest. Godfrey drew the Director's attention to an unconfirmed report from the Congo alleging that the Mulelists are on the warpath and in- tend to support Schramme. 25 Bannerman reported that the originator of the recent crank tele- phone calls to the Agency is now under arrest. Carver noted that Phil Goulding, Assistant Secretary of Defense for Public Affairs, called him yesterday to discuss the "numbers" problem of NIE 14-3-67. Carver reported that State Department was planning to send a draft of the Estimate to their man in Saigon for the upcoming talks there, and asked the Director's permission to stop this action. The Director agreed. Carver cited an article from Harper's Magazine on the "numbers" problem. Warner informed the Director that Representative Horton had requested a briefing on Soviet activities in the Middle East. CLiLa~:~b.Sit? Lauderdale for DD/S&T explained that General Taylor is interested in Soviet activities in the laser and infrared fields, particularly regarding weapons application. Lauderdale reported that there is a payload failure in the most recent Soviet satellite operation. 25 DD/P said that a new report on the situation in Hanoi is now in preparation. The Director asked for a copy. 25 DD/P cited further evidence that Guevara was in Bolivia earlier this year. DD/P referred to some reports regarding the presence of offen- sive missiles in Cuba. DDCI discussed the acquisition of certain foreign films with the Director. The Director said that Senator Stennis indicated to him yesterday that the Agency may be asked to appear before the Senate Preparedness Investigating Subcommittee. The Director asked the DD/I to prepare a summary of the testimony which the Subcommittee has already heard. The Director discussed the Administration's intense concern over the Vietnamese situation.
