MEMORANDUM FOR THE RECORD
Morning Meeting of 15 September 1967
A-DD/I called the Director's attention to statistics in the Christian
Science Monitor on population control in South Vietnam.
Warner noted the editorial in The Evening Star yesterday on S. 1035.
The Director agreed that Warner could respond in writing to queries
from two congressmen from Alabama, denying the alleged employment
by the Agency of

DD/P noted that USIA is reorganizing its research staff and wishes
to establish a point of contact in the Agency. A-DD/I said that he would
take care of this.

Executive Director reviewed the requirements under for
obtaining permission to address Governmental and non-Governmental
groups. He noted that a number of speeches had been made this year
without conforming to the regulation.
DDCI said that the Navy is undertaking a major study on long-range
planning in the Indian Ocean and Western Pacific, and that perhaps the
Agency should name a participant. The A-DD/I said that he would
respond to the DDCI on this today.
