Morning Meeting of 20 September 1967
COS, Saigon briefed on the intelligence organization (ICEX) in the
field which is targeted against the command and control elements of the
Viet Cong infrastructure (government). The Director asked COS, Saigon
to coordinate his statistics on population control in South Vietnam with
.the A-DD/I and SAVA.

COCOM matter at the Director's convenience.

A-DD/I noted that con-
struction is under way at a second complex which suggests a further
increase of small silos.
A-DD/I called the Director's attention to the article in this morning's
Washington Post by Victor Zorza on the possible effects on the Soviet
leadership of the U. S. decision on ABM deployment. He described the
article as overdrawn. Kent said that ONE already has a memorandum on
this subject in preparation.
Godfrey called attention to a preliminary report of the forced landing
of a Western aircraft approximately 100 meters east of the demarcation
line, in Germany.
Godfrey noted that the memorandum on the Latin American Solidarity
Organization conference has been completed, and that analysis is under
way of a summary of the Giap statement.
Kent discussed the Estimate on North Korean intentions which is on
the USIB agenda tomorrow.

briefed the Director on the paper before USIB tomorrow
involving the handling of classified material throughout the world.
