Approved Fo0lease 2 J-7 jX-RD &V12 001800040017-6 29 January 1968 Morning Meeting of 29 January 1968 DD/I reported that the North Korean BLACK SHIELD readout has been completed. Godfrey drew attention to the resolutions produced by the Cuban Communist Party Central Committee meeting, particularly the very hard position in support of armed struggle. D/ONE reported that Tom Hughes has requested a paper on Chinese-Burmese relations and related issues for consideration at a late February USIB Meeting. The Director asked D/ONE and Godfrey to determine whether the OCI paper on relations between Communist China and Burma could serve Hughes's request. D/ONE reported that the F-5 paper has been completed and agreed, albeit with a State footnote, and will be released today. (See Action 1) D/ONE reported that the State-CIA-DIA paper on reactions to certain courses of action in Korea was completed and sent to State yesterday. The Director was provided with copies of the paper for possible use during the day. The Director advised the DD/I that the responses to sundry re- quests for papers on the Korean crisis have thus far been excellent. Warner advised that he and Henry Heintzelman had a good session with Congressman Rivers on Saturday. The Director asked the Executive Director and the Deputies to remain after the Morning Meeting in order to discuss preparations for the Wednesday visit of the Mahon Subcommittee. Approved For Release 2 Approved For lease 9 0128 001800040017-6 DD/S&T noted that there was North Korean early warning detec- tion of the OXCART. DD/S&T reported that an OXCART mission is scheduled tonight to cover the Vietnamese southern panhandle. DD/S&T advised that the capability exists for daily OXCART flights in both Korea and Vietnam for at least the next week. DD/P reported that the North Vietnamese have responded to U Thant's letter to Ho Chi Minh Executive Director reported that Idar Rimestad had told him on Friday that the termination of separation pay for Vietnam assignees' dependents traveling to areas near Vietnam is likely to be approved. DD/P noted that, without taking issue with the basic policy principle involved here, he hopes to obtain some flexibility for individual agencies dealing with exceptional cases in respect to dependent travel. The Director advised of his chagrin over the fact that several recent difficult personnel cases have become doubly difficult because of a failure to deal with these cases early and forthrightly. He urged that all supervisors be enjoined to deal directly and equitably with personnel problems and to avoid the habit of bucking such difficulties up the line. ACTIONS: 1.
