ADD/I reported that the paper on Soviet camouflage activity has been completed, and the Director requested routine distribution. Godfrey advised that a memorandum wrapping up overnight hos- tilities in Vietnam was completed this morning for Walt Rostow. The Director asked that an updating be undertaken for completion by 1230 today. Godfrey drew attention to a State cable passing along the report hat the North Vietnamese recently called a meeting of certain foreign representatives in Hanoi to indicate their eagerness to go to the negotiating table. D/ONE reported a request from Secretary McNamara to check certain figures on Chinese and Soviet military matters. D/ONE advised that copies of the F-5 paper were dispatched to Arthur Hartman for distribution to the regular SIG members. The Director, in response to a query from dvised that he sees no special reason for a meeting of the Watch Committee tomor- row. Carver made reference to the danger of a U. S. posture of over- confidence resulting from the high casualty rate inflicted on the enemy during last night's hostilities. Carver noted both that the psychological effects of last night's wide ranging enemy action have to be assessed and that the crunch in I Corps has yet to come. Carver advised that the Honolulu intelligence conference has been postponed indefinitely. Warner noted that Senator Russell is again in the hospital. The Director asked Warner to clarify further the reasons for the requested appearance of the Director before the Policy Subcommittee of the House Armed Services Committee. Houston reported that nothing new developed at the interagency meeting called yesterday by the AEC to examine the matter of classified information leaks. Bross reported that General Maxwell Taylor wishes a briefing tomorrow from CIA, among others, on Burma and insurgent activity on the Sino-Burmese border. Bross is arranging same with OCI. DD/S&T reported that the OXCART flight scheduled for Vietnam last night was canceled due to weather. DD/S&T noted the receipt of a request from Secretary McNamara for certain information on Soviet weapons development. DD/P drew attention to the encirclement of y enemy ground forces and the imminence of an enemy assault. DD/P referred to a Hungarian UN representative's indications that the captain and crew of the Pueblo are being treated humanely. DD/P drew attention to a report indicating that North Korean ships are either in home or other Communist ports. Executive Director drew attention to the fact that the Office of Training's solicitation of the directorates for nominees for the NIPA one-year study program in systematic analysis had drawn no positive responses. He noted the worth of this program and the Agency's need for officers equipped with modern techniques in systematic analysis. He asked members of the Executive Committee to recanvass their directorates and offices to produce qualified candidates. After some discussion it was decided to schedule this week's USIB meeting for 1500 on Wednesday, 31 January. DDCI will circulate the names and backgrounds of several of these individuals to appropriate offices. The Director announced that there will be no Morning Meeting tomorrow in view of the visit of the Mahon subcommittee.
