Morning Meeting of 14 March 1968
The Director advised that Secretary Rusk has asked that the
intelligence community be especially alert to any indications of Soviet
efforts to exploit or exacerbate tensions resulting from the Vietnam
war.
DD/I reported that General Maxwell Taylor is reviewing the
BLACK SHIELD photographs of enemy activity and emplacements in
the Khe Sanh area.

Godfrey observed that all gold markets are under heavy siege
today. (See Action 1)
Godfrey drew attention to the wrap-up on the enemy SAM sites
and two SAM battalions near the DMZ.
Godfrey indicated that the text of Castro's four-and-one-half-
hour speech yesterday is still being put together and that it is apparent
Castro avoided international issues and concentrated on domestic
economic questions.
D/ONE reported that the changes in the Burma Estimate have
been completed.
D/ONE advised that the Army and NSA will demur on the Laos
Estimate, inasmuch as they feel that the Communists are more
ambitious militarily than the Estimate concludes. The Director asked
that such varying judgments be aired in the Estimate rather than
diluted for the sake of consensus.

DDCI noted that certain changes appear desirable in the CCPC
paper tabled for USIB consideration tomorrow but that such changes
can be discussed and incorporated without great difficulty during the
USIB meeting itself.
The Director noted that the ONE paper prepared for Bundy and
the OCI memorandum on Communist military dispositions in northern
South Vietnam were placed before the President yesterday.
DD/S drew attention to the fact that the two CAT pilots will go
on trial in Taipei in May for manslaughter.
Warner informed that the Republican National Convention is
scheduled for 5 August in Miami Beach and the Democratic National
Convention for 26 August in Chicago.
DD/S&T reported that the

DDCI urged that the special daily report on North Vietnam con-
tain, in addition to its coverage of North Vietnam's external broadcasts,
a review of internal broadcasts in order to indicate what, if any, dif -
ferences there might be between North Vietnam's internal and external
propaganda lines.
DDCI explained briefly the Navy's tentative plans to deal with
yesterday's Reuters article by David Wise on the Gulf of Tonkin incident.
ACTIONS:
1. DD/I suggested and the Director concurred that a primer on
the meaning of the gold problem be prepared for use by various Govern-
ment officials. (OER)
2. The Director asked Warner to contact Congressman Lipscomb
to assure him that the Agency stands ready to brief him on the Anderson
article.
