Morning Meeting of 19 March 1968
DD/I reported that a paper on the state of the pacification program
has been prepared in coordination with the Clandestine Services and
noted that there is to be no dissemination outside the Agency until after
the Director reviews the paper.
DD/I advised that at this juncture DIA is prepared to participate
jointly in the preparation of a critique on MACV's order of battle figures.
Godfrey noted that the media have a story to the effect that a North
Vietnamese prisoner has claimed the DRV is able to give a twenty-four-
hour advance warning of impending B-52 strikes. DDCI indicated that
Defense is the action element in providing comment on this matter.

D/ONE indicated the Director should be advised that BOB Director
Zwick has requested and will receive the SNIE on the F-5's.
D/ONE reported that yesterday's meeting of representatives on
the Laos Estimate went well and that there is the likelihood of telephonic
concurrence in the Estimate today.

DDCI asked DD/P to consider the possibility of CIA's representa-
tive on the appropriate IRG to raise the question of what U. S. policy
should be in the event the situation in Poland or elsewhere in Eastern
Europe gets out of control.

Executive Director announced that Agency regulations now will
permit a daily rate for consultants at the top of grade GS-15 and asked
that this improved financial fee flexibility be utilized with prudence.

Goodwin drew attention to the current issue of Life, which is
devoted almost entirely to Vietnam, and to this week's Look, which
has a Bill Attwood interview of Prince Sihanouk.
