MEMORANDUM FOR THE RECORD
Morning Meeting of 20 March 1968
DD/I, in a postscript to the news that Ramparts is in financial
difficulty, provided information concerning the withdrawal of adver-
tising from the magazine.
Godfrey reported that the city of Aden is under curfew and that
there are indications of troop movements in and around the city.
Noting that the crisis appears to originate in a split between NLF
moderate and extremist factions, Godfrey advised that he will pro-
vide Situation Reports as events clarify themselves.
Godfrey advised that the Soviet naval forces in the northern
Pacific have now expanded to seventeen ships.
Godfrey advised that reports from Saigon concerning the success
of "Operation Resolve to Win" may be overdrawn, since enemy radio
signals just north of Saigon are still emanating loudly and clearly.
Godfrey reported that labor strife in Antigua has deteriorated
into rioting and that the U. S. Navy is laying on contingency plans for
evacuating the some two thousand American tourists on the island.
]advised that the Laos SNIE will be on the USIB agenda
Thursday, since NSA has some slight problems which will have to be
resolved at the meeting.
Ireported that Dr. I of
staff has requested a copy of NIE 14-3, and the Director asked Bross
to query whether he needs the Estimate,
DD/S advised that preparations for the Allen Dulles plaque cere-
mony have been completed and invitations extended.

Warner advised that Senator Russell has received another
letter from a Pueblo crew member, and the Director noted that such
letters are proliferating to various officials.
Warner advised that the subcommittee which Messrs. Bundy,
Nitze, and Grant are preparing to brief is the Special Subcommittee
for Review of Foreign Aid Programs of the House Foreign Affairs
Committee.
DD/P drew attention to a broadcast by All-India Radio quoting
Japanese sources to the effect that there has been an explosion of an
atomic reactor in China. The Director asked DD/P and DD/S&T to
seek corroboration.
The Director admonished that the pacification report, only six
copies of which have been distributed outside the Agency, should
receive no further external dissemination under any circumstances
and that copies within the Agency should be very tightly held.
The Director asked the DD/I to ensure that a strategy session
is convened at the appropriate juncture to determine the nature of
the terrain to be covered by the Tet offensive post-mortem study.

The Director reported that yesterday's 303 Committee meeting
went well. He observed that the Committee principals are sufficiently
knowledgeable and sophisticated that it will be well for CIA briefers
appearing before the Committee to make presentations which do not
underestimate the acumen of Committee members.
