Morning Meeting of 21 March 1968
DD/I reported that Task Force LOOKOUT is negative.
DD/I advised that the memorandum comparing Poland today to
Poland in 1956 is completed and indicates that, although there are
significant differences between the two periods, there are definitely
the elements of a revolutionary situation in Poland today.
DDCI reported that Deputy Under Secretary Bohlen will table at
an early SIG meeting the matter of policy toward Eastern Europe in
light of recent events in Czechoslovakia and Poland.

Godfrey noted the shelling of Tan Son Nhut for the first time in
two weeks, and Carver remarked the disparity between the shelling
and claims that "Operation Resolve to Win" has driven the enemy
around Saigon into Cambodia.

D/ONE observed that the Laos Estimate appears to be in good
shape, and it was agreed that any changes proposed at today's USIB
meeting should be footnoted.
DD/S reported that the Virginia Highway Department will begin
work in April to ease congestion at the Route 123 entrance to the Agency.
DD/S also noted that negotiations to expand the right turn off Chain
Bridge are going forward.

DD/S advised that next week's Special Retirement Information
Seminar has received an excellent response, in that one hundred
employees additional to those invited have asked to attend.
Carver advised that Walt Rostow telephoned late yesterday con-
cerning the movement of North Vietnamese main-force units in northern
South Vietnam.
Warner reported that Congressman Mahon and a small group
are being briefed today on NRO.
Bross advised that General Maxwell Taylor has requested a
briefing on Poland, Czechoslovakia, and Iran. It was agreed that OCI
will brief on Poland and Czechoslovakia with a DD/P representative
available for possible discussion on the role of RFE and that, if he is
available, ill provide the briefing on Iran. The briefings
are scheduled or Mond ay, Tuesday, and Wednesday of next week.
DD/S&T advised that the SR-71 flew its first mission last night,
although the weather was marginal. (See Action 1)

DD/P drew attention to Neil Sheehan's article in today's New
York Times based on General Westmoreland's 1967 year-end report.
