Godfrey noted that the National Union has scheduled a march in Panama City for 10 a. m. today and that OCI will produce a Sitrep this morning if events require it. Godfrey observed that the purge of the Chinese Army Chief of Staff and two other officials, as well as the appointment of an apparent con- servative to Army Chief of Staff, suggests that the moderates are suf- ficiently strong to force changes at senior levels of the hierarchy. D/ONE advised that USIB consideration of the Soviet space Esti- mate will be postponed a week in order to compose differences with the Air Force. Carver advised that he had received a draft article -- prepared by Alain Enthoven's office for a Defense periodical -- which assesses the role of intelligence in connection with the Tet offensive, and that he has undertaken action to kill publication. Warner reported that the Director is scheduled to see Senator Stennis at 1000 next Tuesday. The Director indicated he will review with DD/I and Bross a tele- phone call he received yesterday from in connection with the PSAC Vietnam study panel. A-DD/P noted that the AP is following up on Roche's references to CIA funding of the RD program. DDCI advised D/ONE that he is proposing two minor changes in the Latin American Estimate. Bross advised that the briefing of General Maxwell Taylor concern- ing enemy order of battle figures in Vietnam has been postponed until the end of next week. The Director advised that Deputy Secretary Nitze concurred in the Agency letter to Senator Fulbright. The Director indicated that upon completion of the CIA/DIA rec- onciliation of order of battle figures in Vietnam, he wishes to com- municate said strength figures to Ambassador Bunker immediately. In this connection, DD/I advised that work should be completed on the strength figures early next week.
