Morning Meeting of 15 May 1968
DD/I briefed on Bruce Clarke and Karl Weber's visit to the
newest nuclear attack submarine.
Godfrey drew attention to MACV sources indicating
large-scale enemy troop movements from the Cambodian/Laos border
to the Dak To area, seemingly presaging a major enemy military
action. The Director asked that he be advised of the latest informa-
tion in this connection by 1700 today.
Godfrey referred to a report that General Vallarino's position
is ambivalent in connection with the outcome of the Panamanian
election.
D/ONE briefed on tomorrow's USIB agenda, noting that the PNIO's
appear in good shape, that the Korea SNIE has been coordinated at the
working level, and that a Navy reservation to the Memorandum to Holders
of NIE 11-6. and NIE 11-9 has been worked out.
25X1 D/ONE advised that has been invited to a seminar
at the Adlai Stevenson Institute on post-Vietnam U. S. foreign policy.
The Director said that he will consider the possibility of
attendance.

reported that Maury is meeting with Congressman
Rivers this morning.
Bross noted that he will be seeing General Carroll in connection
with his appearance before the House Appropriations Committee.

Executive Director advised the Director that the DDCI and the
DD/S&T will join the budget preview session at 1000 today.
DDCI noted that the FTD briefing has been scheduled for 1500
on Monday.
