Godfrey advised that possible press reports concerning the
release of the Pueblo crew are erroneous.
Godfrey noted that NMCC knows nothing about the reported Red
Alert in Saigon.

DD/S briefed on the impending pay raise, noting that the Com-
mission for Executive, Legislative, and Judicial Salaries is to begin
its work on 1 July and is scheduled to report to the President on
1 December.
DD/S briefed on the revised PATB for Agency applicants, indi-
cating that part of the test will be given in the field and that the more
sensitive aspects will be administered in Headquarters.
Carver indicated that has warned the Bundy com-
mittee of the difficulties which the mobilization decree will pose for
the RD cadre.

Carver advised that Bill Jordan was highly laudatory of the
support provided to the negotiations team byl he Agency.
Maury drew attention to the Senate vote yesterday on the Sentinel
program.
Maury drew attention to the likelihood that George Murphy of the
JAEC staff will exhibit his ire over not having received the Memorandum
to Holders of NIE 13-8-67.
Bross referred to the continuing problem of individuals' represent-
ing themselves as former CIA employees or agents, and the Director
noted that inquiries concerning such people should be answered as
honestly as possible.
The Director indicated that he feels
excellent job on the Chinese IGS paper.
DDCI indicated that he saw no need for a pre-USIB meeting.

at the next USIB meeting. DDCI sug-
gested and the Director concurred that a USIB discussion of the utility
of either of them might serve a useful exercise at this juncture.
Executive Director reported that the Bureau of the Budget has
tentatively indicated that the Agency's share of the $6 billion Fiscal
Year 1969 cut will be Executive Director advised that
he will be issuing to the Deputy Directors temporary guidelines govern-
ing the Fiscal Year 1969 rate of obligation which will pertain until
discussions with the Bureau have been concluded and Congress has.
reviewed our budget.
The Director asked the DD/I to ensure that a courier is at the
White House as of 12:30 p. m. with I paper on the 19th
to 20th parallel, the memorandum being prepared by George Carver,
and a paper tentatively assessing the matter of Hanoi-Peking relations
raised by Walt Rostow.
The Director drew attention to a cable from Saigon urging that
consideration be given to appealing to the Viet Cong to surrender
rather than to defect.
