Morning Meeting of 25 July 1968
Godfrey noted that Kosygin has appeared in Moscow, thereby
deflating speculation that the Czech-Soviet meeting has already begun.
Godfrey observed that no members of the Politburo other than Kosygin
and Polyanskiy, who is ill, have been located since 19 July by our Soviet
watchers.
Godfrey noted that Arguedas has been offered asylum by the
Cubans.
D/ONE indicated AID has asked that I of the ONE staff
represent the Agency on a panel which will be conducting a pilot study
of Ethiopia vis-a-vis the Symington amendment. The Director asked
that AID be advised that the Agency is prepared to back up the group
with information and appropriate studies but declines membership on
the panel.
George Allen for Carver advised of a delay on the North Vietnamese
intentions paper.

Maury reported that the latest information is that the House
Appropriations Committee cu rom Defense's request for
"Defense agencies" and that it is up to the DOD Comptroller to dis-

It was pointed out that it is unclear just what part of the NSA
budget would have been included in the "Defense agencies" line item.
The Director asked Maury to continue monitoring Congressional
handling of the NSA budget.
Maury advised that it appears the Henderson subcommittee is
bogged down in controversy over the invasion-of-privacy bill.
Maury briefed on the handling of a complaint surfaced by an
Agency employee who is a constituent of Congressman Broyhill's.
Maury advised of a problem in connection with the Administration's
bill to revise the passport law, one section of which would eliminate
the need for a personal appearance to renew a passport and could con-
ceivably facilitate fraudulent Soviet procurement of American passports.
After a discussion the Director suggested that we stand down on this
issue.
DD/P provided the Director a paper on the status of the Radios as
background for the Director's meeting with Bill Durkee this afternoon.
The Director expressed his disenchantment with the notion floated up
by BOB of yet one more study of the Radios.
Goodwin clarified that former Ambassador Blancke's book on the
State Department is in fact one of a series sponsored by Praeger on
Government departments and that Ambassador Blancke has contacted
the Agency in connection with a chapter in his book on State's relations
with other agencies. The Director urged full cooperation with Ambassa-
dor Blancke.
Goodwin noted that Reader's Digest has commissioned one of its
roving editors to do a piece on Viet Cong atrocities.
