Morning Meeting of 14 August 1968
DD/I advised that an Intelligence Requirements Staff review
of the effectiveness of drones during the last eighteen months indi-
cates that high-level drones have operated at a fifty percent success
rate and low-level drones at a rate over sixty percent. It was noted
that the photography from the low-level drones was of particularly
good quality.
Lehman drew attention to indications that the 304th Division
of the NVA is moving southward.
Lehman noted that the Mexican students managed to get up-
wards of 150, 000 people into the streets of Mexico City last night
and the pressure for President Diaz to act will mount.
D/ONE reported that BNE has produced a memorandum on
Turkey and the problems it may present for the U. S. in the future,
and the Director concurred in D/ONE's suggestion that the memo
be sent to General Maxwell Taylor.
Carver advised of his coordination of a State cable containing
guidelines as to public reactions and statements in Saigon in the
event of a new enemy offensive.
DD/S&T advised that General Maxwell Taylor will be visiting
him next week, apparently on IDA matters.
DD/P drew attention to the news story on the Montagnards
who have escaped VC bondage after 8 1/2 years and indicated that
the story will be exploited for propaganda purposes.
DDCI indicated that it would be preferable that the Director,
rather than the entire USIB, be briefed on

DDCI drew attention to the Policy Planning Council paper on
South Korea which is scheduled for review and possible adoption
by SIG and noted that the paper has serious shortcomings from the
standpoint of both policy and intelligence. (See Action 1)
The Director drew attention to a memorandum from Walt
Rostow asking the Director to prepare intelligence contingencies
in the event of a cease-fire in Vietnam. (See Action 2)
Goodwin drew attention to William Buckley's announcement
that he is to begin publishing a weekly newsletter titled Combat.
1 . The DDCI asked the DD/I to review the Policy Planning
Council paper on South Korea for an eventual briefing of the Director.
2. The Director asked DD/I to act as the point of coordination
in responding to Rostow's memo.
