The Director stated: that Agency publication about the chain of events in connection with the Soviet decision to intervene in Czecho- slovakia should be avoided until all the evidence is in and there is a studied consensus on the events in question. So far as any public indication of the intelligence community's posture on the Soviet in- vasion is concerned, the Director drew attention to the news report in this connection on page 12 of today's Washington Post. Lehman drew attention to Svoboda's announcement that he is going to Moscow with a delegation which appears to be evenly divided among conservatives and liberals. Lehman confirmed that the Czechoslovak general strike has begun and could well last longer than its scheduled one hour's dura- tion. Lehman reported that the Czechoslovak Party Congress met and elected new Party organs. We are trying to determine the nature of the composition of the Central Committee although it appears that there is no conservative representation. Lehman mentioned the ringing Chinese denunciation of the Soviets and underscored its contrast with the North Korean and North Vietnamese positions of total support for the intervention. Lehman advised that an enemy attack against Da Nang began last night. Lehman reported that the enemy infiltration rate during August appears to be down significantly from that of July. D/ONE drew attention to a request transmitted from the Joint Chiefs for an analysis and estimate of the 1 July Soviet nine-point memorandum on disarmament with a view toward assessing Soviet aims and objectives. DDCI suggested that the estimate be com- pleted by the end of September. DD/S reported on an experiment involving real-time trans- mission to Washington of an electrocardiogram test conducted in Carver drew attention to a Da Nang penetration operation which resulted in extremely accurate and detailed advance warning of last night's attack. DD/S&T reported that the CORONA was recovered and that it should include coverage of Czechoslovakia.
