Approved Felel; 16 September 1968 Morning Meeting of 16 September 1968 The Director was preparing for his appearance before the Senate Defense Appropriations Subcommittee. DDCI was in the chair. DD/I drew attention to the article by George Wilson, "Scorpions Match Stings, " in the Outlook Section of the Sunday Washington Post. Godfrey noted that those portions of the briefing prepared for the Director today which deal with numbers and characteristics of weapons make use of figures which have been coordinated with DIA. The DD/I noted that certain other portions of the briefing of course were not coordinated with DIA. D/ONE informed that NIE 11-4-68, Main Issues of Soviet Military Policy, cleared the USIB representatives meeting last week with some footnotes. This Estimate along with SNIE 13-10-68, Communist Chinese ICBM and Submarine-launched Ballistic Missile Programs, is scheduled to be considered by USIB on Thursday. DD/S reported that the Annual Awards Ceremony has been re- scheduled for 10 a. m. on 18 September. Carver informed that he will accompany the Director to the Hill this morning and that George Allen will meet with Secretary Clifford today. Carver drew attention to press reports indicating that South Vietnamese forces supported by U. S. elements are engaging in more combat and noted that there is some truth in these reports. Houston informed that Roger Jones of the State Department, formerly the legislative liaison at the Bureau of the Budget, is retiring. Houston suggested and the DDCI agreed that a farewell note to Jones, who was a good friend of the Agency's, should be prepared for the Director's signature. The letter formalized the anticipatedi reduction in our re- quest but contained no surprises. DDCI reported on USIB's consideration of the NSAM 156 Com- mittee's proposal to downgrade the classification of the acknowledg- ment of the existence of satellite photography. He noted that the military members of the Board were reluctant to make any changes in the classification system and that they were supported in this posi- tion by the Director.
