Morning Meeting of 1 November 1968
D/OSR, assisted.by DD/OSI and two analysts, presented a
briefing on the Suspect Advanced Weapons-Related Facilities in Com-
munist China. The purpose of these Facilities is at present unknown.
The Scientific Intelligence Committee of USIB is conducting an intensive
review of available information to develop plausible hypotheses as to the
significance of these structures.
Godfrey informed that the Central Committee of the Chinese Com-
munist Party has just concluded a long meeting and that the preliminary
reports indicate Liu Shao-chi has at last been expelled from the Central
Committee.
D/ONE advised that the SNIE on Panama requested by the State
Department has been completed and is now out for telephonic concurrence.
Hopefully the 1 November deadline will be met.
DD/S reported that there was a small fire in the building last night.
A welder working in the fan room under the cafeteria accidentally ignited
some of the insulation. There was no significant damage, and the local
fire departments provided very good service.
Carver noted that the new rules of engagement pertaining in South
Vietnam as a result of the bombing halt have been circulated.

briefing is being arranged for them.
DDCI advised the Director that the CCP study on intelligence
requirements for Vietnam in the event of a bombing halt was approved
by USIB yesterday, subject to review by the Department of Defense.
ill provide the Director with an appropriate trans-
mittal letter to the Secretary of Defense and possibly Walt Rostow, who
requested the study.
The Director briefed on events leading up to the President's
announcement last night of the bombing halt. It was noted that President
Thieu has yet to indicate his full support for this action.
Goodwin informed that Frank McCulloch of Life magazine, who is
traveling with the Nixon party, has asked the Agency for a briefing on
Vietnam.
